Question to those putting Billy in S-tier? When did he become pop? I have memories of him being mediocre when I stopped playing

The Meta has shifted of favor of mobile killers. Map pressure means everything in this meta. Being able to zoom around anywhere in a few seconds means he's almost always chasing and slowing progress.
