There are 44 Survivor Perks in the game, getting all on Tier 3 will require you to level your Character for 132 levels, renewing the Level 50 Bloodweb 62 times.
Killers have 36 Perks, requiring 108 Levels and 58 Level 50 Bloodweb renewals.
Of course, this requires you to unlock all Teachable Perks.
And you already need to have all perks unlocked on all other survivors. That means every survivor level 40. Or getting some from the shrine.
With oferings, double bp events, and in the pass was a triple bp event you can do it with 100ish h of game play
Prestiging resets the Character back to level 1, no Perks, nothing.
You can get to P0-132, P1-132, P2-132 or P3-132, it doesn't matter at all. But for anything below P3, you will need to make a decision if you're gonna ever prestige that Character or not, otherwise, prestiging a P0-132 Character with all Perks would have been a huge waste of time.
