What's with Crotus Prenn Asylum?

Am I missing something, because when I use offering for Crotus Prenn Asylum that map never comes. I've read there's or have been bugs in it, but is this the case?

also, if I host and I don't own Hag, can't I have Backswamp map in my matches when I am a killer? :o

You are able to play on maps even when you don't own the killer =)

That's also very weird, cause I have used offering for Backswamp as well, many many times. They never come. However, other map offerings seem to work...

That's true for survivors but killers can't host maps they don't own the DLC for. I don't own Hag and can't get that map when I play killer. I was able to get the Doc's map while playing as killer but I haven't for awhile so either that means it was bugged letting people get the map without owning the DLC or it was just allowing anyone to get it for some time.
