It means that particular survivor is the Killer's Obsession.

I've been seeing it happen while I'm Wraith, don't know how I do this or what it means.

It means they are the Obsession.

If you aren't running and obsession based perk or add-on, then they probably have Decisive Strike. Make sure to dribble them for maximum salt.

The effects all depend on the Halloween chapter perks. Some let survivors able to instantly get free of your grab and some give a big penalty to the survivors if you kill that survivor (though the Killer must have the Obsession perk to do so)

When a survivor is picked as the Obsession, certain perks work differently with them. The survivor and killer know who the obsession is, but the other survivors don't. There are multiple killer perks that will cause an obsession to appear, and one survivor perk that does, so some games won't have an obsession at all when none of these perks are brought.

If you're the killer and aren't running any obsession perks, it means the obsession has the Decisive Strike perk. If you're running Obsession perks and no survivors have Decisive Strike, a survivor is picked at random to be the Obsession

It Means That The Survivor Has Obsession Perk (Decisive Strike, Object Of Obsession, Sole Survivor) Or That The Killer Has Obsession Perk (Dying Light, Save The Best For Last, Play With Your Food)

Dribble?

Knock them down and leave them until they bleed out completely.

How long does that take? I'm assuming you camp them the whole time.

wrong

Dribbling is a technique where you pick them up, walk for about 2 seconds, then drop them, then pick them up again, walk for 2 seconds, drop them. The idea is to "Dribble" them to the hook.

the idea is to drop them before the perk fires. However, you can only do this so much before they get loose anyway, so only works when close to a hook

I've been in games where nobody has any of those perks but I keep getting picked as the obsession anyway. I've checked many times and nobody has those perks.
