Dodging could only affect matchmaking, if a certain amount of killers accumulate and do it. And according to survivors there's no reason that could ever possibly happen
I don't think that killers want to be forced to play against SWFs.
This was allowed in other Asymmetrical games like Evolve and F-13th.
Reason being because it is "competitive play"
Personally it's not SWF that's the problem, because if it was then the problem is the Survivor teams are too much sass for the Killers to handle. It's actually more to do with certain mechanics a SWF can use and abuse against the killer that causes the issues and that needs fixing.
In Short/TL;DR Competitive play should allow SWF's, but there should be a casual mode that allows players/Killers to opt out of SWF.
Dedicated servers lessen this headache so much. Also better SWF party system.
I do agree, SWF is really more of a "Competitive" set up, which is why it's my belief DBD Devs need to make a Comp mode and Casual mode. That way SWF won't be forced upon killers.
Most Killers wouldn't really mind SWF's if they fixed a few underlying issues that come into play with a well coordinated 4man SWF.
One suggestion, would be to force in game voice chat and make it local, so even if they're running discord, the Killer can still hear them talk in game, giving the killer the same information as the survivors. "Come meet me by the shack" is not very beneficial when the Killer hears it too.
Casual play on the other hand, yeah you'd see a higher concentration of scrubs without a doubt.
Edit: Why I think with comp play, the in game voice chat should be a forced feature for the Killers playing Comp.
