That's about it, though I am missing a few add-ons so not sure about the others. If I had no add-ons and used Tinkerer, it wouldn't have an effect?
The answer used to be yes - Tinkerer was bugged and affect too much. They tried to fix that, though, so the answer is probably no now.
All three of these perks say "Blink Charge Speed" so that is the one element that tinkerer effects on the Nurse. Logic ftw!
Tinkerer is also listed on perks that do the opposite of something good for that attribute. I'm not sure how that plays out, I haven't tested it. For example, a decreased charge speed is bad and that's the tradeoff you get from pocket watch and dull bracelet in order to get their moderate level positive effect.
So while Spasmodic Breath increases charge speed so obviously tinkerer would further increase charge speed, I'm not sure if Tinkerer would increase or decrease charge speed on those two. I am assuming it is increasing charge speed and just sorta cancelling out the negative effect. Needs testing!
I would assume that it is additive, not multiplicative, like most effects in this game (for example offerings addition to bloodpoint gain when combined with blood hunt).
So I would guess you're getting 10% of the base charge speed, then subtracting out the probably 5-10% negative effect from the addon.
Tinkerer effects add-ons. If you equip the perk without the add-on, Tinkerer does nothing. If you equip the add-on without Tinkerer, the add-on works as normal per the description.
The Spasmodic Breath gets an increased charge speed (10% faster if you use Tinkerer).
The Pocket Watch reduces the fatigue time even more (again, by 10% if you use Tinkerer).
The Dull Bracelet increases the blink movement speed (again, 10% faster if you use Tinkerer).
Devs changed this perk so it's no longer multiplicate. It's additive now instead, which is a great buff to this perk.
The negative effects of an addon are NOT affected by Tinkerer and won't enhance the downsides of addons.
At least that's what the devs said a few streams ago.
And no, Tinkerer affects only addons, so if you don't use addons, it's a wasted perk slot.
Are you 100% sure that Tinkerer effects Fatigue and blink movement speed instead of charge time for all three addons?
I'm not, actually. I just looked Tinkerer up again and it says that it only affects the charge time addons of powers. So I'm probably wrong there.
NP. We're making progress in knowledge here. So this is how I think it works:
It affects one attribute per killer. It adds a 10% or whatnot bonus to that one attribute, even if in that addon it starts with a negative effect.
We should test that.
