You can't, it's legacy prestige they are only for people who prestiged before the deadline / new bloodweb release

They are called legacy prestige items and were awarded to players who prestiged BEFORE the update that made it much easier to prestige and level up your characters.

man i had most survivors on lvl 45-50 since 2016 and didnt prestige.. but i quit the game and just came back like a month ago .. i wish i knew about this

Better question is WHY would you want them? You can literally be seen across the damned map.
