Unless they were blantantly trolling you I think it's not even worth banning much less reporting.
Are you serious right now, or just trying to be philosophical or something? It's not working.
This is a serious offense. Do you want to see more and more of this? Do you enjoy having you games entirely ruined?
If they keep letting this slide it'll just progressively get worse. At first, very small problem, almost never seen it. Now I have at least one, two games a night where someone has formed an evil alliance to spoil the game for everyone else. It's manipulative, and if Behavior doesn't make an effective stance against it the game will devolve into a free for all of exploiters and boosters just trying to make their achievements and move on - despite who might actually be trying to play and enjoy the game for what it is.
And it's worse than 'trolling.' It's grieving, and corrupts the game on a wide scale. I'm sure the developers want potential customers turned away for fear of a cesspool of cheaters and players who regularily practice exploitive behaviors...
