What is the "red shirt pack"

I'm confused as to what the Red Shirt thing is. I just assumed it was a late inventory appearance of the Fire Rooster shirt.

In the files is the same shirt but in black and I wonder how to get that.. maybe it isn't even in the game (yet)

That's weird because I haven't come across it and I do own Left 4 Dead 2.
