and adding -sm4 into the launch options to reduce the draw distance. that increases the fps by quite alot
What about eninge.ini tweak like that?

What does these do ?
And Do I need bUseVSync=false in engine.ini and gameusersettings.ini ?
Ah, nevermind, found it!
Gameusersettings.ini is no longer working according to one of the Devs, according to them some players (Killers) were cheating changing the standard FOV of the game, which gives an absurd advantage to the Killer.
frameratelimit= anything but 0 I set mine to 200 (this will remove the fps cap)
for engine.ini you can try setting it to read only and adding this:

It does not have any change for me but after I removed the cap I am around 70-75 fps in game.

(that folder could be invisible under Windows)
