It spawns under specific circumstances however.
The key by itself has a much smaller charge of only 5 seconds (compared to 30 of the Skeleton's Key) but other then that it's completely identical.
Dull keys were added because people had buttloads of skeleton key addons, but couldn't use them because skeleton keys are so rare and powerful. Basically dull keys allow you to use the key addons without being able to open the hatch.
But yes, all the key types will spawn in chests randomly.

The Broken Keys do not, the green ones.
Dull key is the purple one and I can confirm it opens hatches. I did this a couple days ago. I think you have it confused with the Broken Key, which is green
Note that Dull Key is listed on this page as being able to open the black lock (hatch)
