what is the heart icon on the right side for us survs now? that the level of BL the killer has?

Exhausted state. SB and BL wont work if you are in that state

oh ok. ok so when the heart icon is winding back up to full. they killer is out of BL, right?

Does anyone know what the other icons mean? I'm just coming back to the game too. There is like a saw one and a med kit. Are they all basically just cool downs? If so, for what perks?

Yeah, I read that. But why would they come up on my screen if I don't use either sprint burst or balanced landing?

I got the heart is stamina so it would affect the more "agile" perks. But what about the three or four others I've seen?

If it's red and has arrows pointing down, it means your repair/heal/sabo etc speeds are being slowed down by the killer's perks. If it's blue, it means you're getting increased speed for the same.

no, BL meant Balanced Landing.
The increased move speed survivor perks now share a cooldown so you can't stack them
