You have to rekey them in the key bindings. I'm no sure what they're bound to normally, but it's not the main keyboard + - keys like it says (might be keypad, not sure...)

Anways, once you've rebound the keys, you adjust it when you're holding it in your hand, before placing on a stand.

my plus and minus keys have always worked, not the num pad ones

I would rebind the + and - keys to anything on the left side of the keyboard honestly.

I was having a problem wth this as well I couldn't raise the price after accidently brining down to nothing.

Well keep in mind that + is actually shift and =, unless + on the numpad works. Thats why rebinding to anything else is a good idea as who would want to press two keys everytime they want to edit the price?

Another option is when you unlock the engineering tab, put all your gear to sell in the bot box and adjust the margin in the text field at the very bottom to the screen. Automation rules in this game! Here's some other tips too:
