Fishing Planet was developed by Fishing Planet LLC.
The Fisherman was a modified version of Fishing Planet published by Bigben Interactive whose big selling point was "everything can be bought in game".
Their first update was Blue Crab and they charged real money for it so most players quit and the game was abandoned. That is why there have been no updates.
If you do research, you'll find that Fishing Planet LLC got licence (publishing rights) back. So, everything for The Fisherman is managed by FIshing planet LLC now.
