i have used the rods, reels and line with standard lures and bait on the Congo map

Saltwater gear can't be used for fresh water challenges that have specific gear requirements though, even line. So if you're doing a challenge that requires you to use a specific type of lure, if you try to use any saltwater gear at all then the challenge won't acknowledge any fish you catch.
