Can't equip drowned mouse
I have caught all the drowned mice but they stay in underwater items and won't transfer to bait so i can equip on hook

How much room do you have in your backpack ? Did catching those drowned rodents fill it up ? If yes, them you will have to travel home and get the bait from Home Storage.
