There are two. Does it make a difference in fishplay?

There are three "shiners": blacktail shiner, common shiner and golden shiner. They are different species and are tabulated separately for missions etc. although all are considered panfish.

If you have "shiner" bait in your backpack inventory and "shiner" bait in your home inventory they are the same baits.

This game will separate shiners bought for baitcoins and credits, but they both same shiners.

also ones given as rewards for missions, though those might stack with the baitcoin ones.
