The biggest issue I have with the Japan DLCs for players that will more than likely never reach lvl 83 before the DLC runs out is that the DLC line will certainly run out before the 60 days are up and there is no way to buy more since you're not high enough level (unless you spent bc). I saw so many low level players being forced to leave Japan before the 30/60 days because they had no more line left. Most told me that they used the max amount of line on each reel. I told them to only put about 1k ft on so you atleast have a good 4 refills per rod which should last you the duration.
Atleast you can get other fish in the Congo that are catchable on lower level gear and you can buy replacements.
This is how free to play games work and you won't find one that deviates in any meaningful way. If they charged, say, $40 for the game, a hell of a lot of people won't spend it. Let them play it for a little while first, however, just enough to get them addicted before you start making it hard to progress, and nearly all of those people who would never give you $40 up front will now give you $10/month for premium and $30 - $60 a pop for multiple DLCs.
It's a lot like giving people food to cats. As long as you never give it to them they don't know what they're missing nor do they really care. Give them a little taste, though, and they go crazy if they can't have more. The best solution is to not even get started giving it to them in the first place.
It is neither a scam or dishonesty it is BLATANT GREED. They are continually changing the game to make it necessary for players to spend real money.
You obviously don't know anything about the Draco "joke" except what you have been told in the description of it.
At the time of the release rod holders were still under lease to The Fisherman so the Draco became nothing more than a floating rod stand. You can only see one rod at a time and while they are out you cannot move the boat thereby making trolling impossible.

I totally understand the reason and it is called GREED.
The changes that do not not require you to spend money, like "no max drag" or defaulting "Clip Line" to MMB and removing it from Bindings, are simply brain farts.b
I still play the game so I can have a laugh as more stupidity, or unrealism, is added.

Maybe so but the reprogramming required to give the Draco access to the Ocean map would be a waste of time because you could only bottom fish close to shore with it and not troll.
