In principle, it is possible, but very unlikely. You must have very good experience in landing large fish.
Then there's issues of sacrificial items like lines and leaders and whatever odds and ends are necessary on that map. If you use this stuff up too fast you can only replace it with baitcoins and you will use it up fast. The DLCs are made that way on purpose, to push you to spend even more real money on stupidly expensive baitcoins so you can keep using your DLC.
Most players I have witnessed used the whole amount of line that the reel can handle, so you only get 3 - 4 replacments and that will certainly not allow you to level all the way. I chanced it and used half and did it with hardly any real issues.
You could do some serious leveling once you find a few good spots to get your target fish, but very highly doubt you will make it in time.
First, imo opinion, you'll need more than 13 million xps. But 13M could be a good estimate. +/- couple millions.lol.
I've reach level 85 last night & I need just over 1 million xps each level since about 78-80.
Second, don't fool yourself, the fishes there in Japan even though some are very big, do not give xps that much compare to other maps/species. ( weight-wise & fighting time-wise )
I'm still in Congo because:
I've tried going to Japan when getting to 83 & found out quickly that if you don't get the big DLC for there, you are left either to spend baitcoins to buy good gear or limited to weak ones.
I tried with the weaker ones and failed.
I absolutely don't want to buy the DLC. For me in CDN $, it's the price of a whole game!!
Also don't want to spend those precious baitcoins.
In the store, at level 85, you start to be able to buy good gear for cash.
That's why I'm in Congo still because it's one of the best place to level up.

On a good session, a complete day of fishing ( day + night ) I can get close to 500k xps + 500k cash.

OP, if you want to go to Japan that bad, be careful. You might be dissapointed if you go unprepared & unequiped, even if you buy the DLC.
There are better way to level up at your level right now.
