It's not a bug. That's the way it is.
What are you saying, that the boat rental is not an option for you?
I think what you do is go to the map with no boat equipped. The rental boat will be in the boat slip you walk up to it as if you were going to board your own boat and it should give you the option to rent.
But be warned, the rental windshield is so dirty its hard to see through and the single catch and size of the storage is very low as compared to the fish on the map. You also have to complete missions to fix the radar/sonar.
if your original question is the rental that they are offering you is sub par which is what I think you are asking... That is how it is. It is clear they are pushing people to purchase the DLC. I hate to say this but I do not think that is a bug that is intentional.
Why? More money in forcing players to buy the dlc.
Actually how does this work? Let's say I go to ocean map without a boat equipped. If someone invites me to their boat do I get use of their "fish storage"? I mean if I am on their boat and did not rent a boat how does that work? is this a workaround to the rental boat?

I almost wish our boats were our temples. I know this is an unpopular opinion but my boat in RL is my Fishing life. I take care of it, wash it, stock it, fuel it, maintain it etc etc.
I really wish there was boat customization I could buy, I wish it would get dirty and I had access to purchase a power washer to keep it clean, almost wish I had to visit docks and refuel it. Of course all for in game credits. I mean the game really needs some small immersion things like this.
Id love to buy better fish finders, motor/prop upgrades, paint jobs. The truth is there is so much that could be done to this game to add so much more immersion even a character creator would be nice...
OK OK i am so off subject here.... Maybe I should make my own game any Coders in here want to start up a fishing game company?

You can go to any lake without a boat including of course Japan. Anyone can invite you onto their boat and you get the same amount of fish storage space that anyone else gets. It does not add up everyone's catch total into one fish storage. Everyone gets their own.
The real trippy thing I found is that I was fishing alone on my boat and had about 3k lbs in storage. Then a clubmate invited me onto their boat to do the fishing with friends missions, so I joined. When we decided to call it a night, we left the session and it automatically sold what we had caught. Ok fine, no problem. Instead of leaving the game, I went back to my boat to do something real quick and noticed that all my original 3k lbs was still there, so I forwarded time to be ready for the next time I loaded the game. I also got $ and xp from that. So I had around 150k xp from my own catch and another 125k ish from the tandum fishing. I was pleasently surprised.
Well you can only "fish with friends" IE same boat on the ocean. But the fish with friends is a separate private server. So when you leave it sells and clears that net and puts you back to where you originally were. For example if you have 900lbs of fish in your storage and join a fishing with friends expedition then that 900lbs stays there and you go into their lobby with a fresh storage.
now the question is however if someone doesn't own the DLC and doesn't rent a boat at the ocean and gets invited onto a yacht do they get to utilize the host players storage?
so if you do not own a boat at the ocean and lets say (random numbers here) the rental boat allows you to keep a single catch of up to 300lbs and a total storage of 1500lbs and you get invited to a boat do you now have access to lets say single fish 450lbs and a total storage of 2500lbs while you are on their boat?
if so this is a major work around for those of you who are 90 but do not own the DLC. (i say 90 because the 83 gear really doesn't cut it out on the ocean)
am I making sense?
