What's your current level? How often do you fish? Are you willing to grind? how much are you willing to spend? There's a lot to consider. I wouldn't suggest the Ocean DLCs if you are really low level or new to this game.

If you got the basics down, the $40 Congo pack will get you fast leveling and in game cash. You could definitely go from level 21 to the required Congo level in the 30 days it gives you. Then you can grind to level 83 for the ocean map or drop back and start completing missions and stuff to get baitcoins and X-series lures and stuff.

Do not waste your money, like Ozzys said play until you reach level 30 plus (recommended by fishing planet themselves) then buy a DLC for Blue Crab Island and it and after that level look at the maze.
Sorry can't read OP reply to first comment (Ozzys)
what level are you at?

Yes all but the ocean map, but it's rather large for the smaller waterways and hard to navigate the smaller channels in the Amazon but you will make plenty of in game cash to buy the best bass boat available in the store.

Not stopping you from buying DLC but it would better to grind a little to understand the game, gear set ups etc. first and for most. Get some money (game coin) in your piggy bank then then make the choice on DLC or buy boat, keep nets etc, using game money. Your real money will be there in steam waiting for you to use later and when specials are on.

Could consider one of the sport packs to increase your keep net size. I think they're only $5 or $6. Having a larger net early on would do wonders for increasing profits in early to mid game. Keep nets are pricey to replace every few levels and most waterways are barely worth the travel costs with a small keep net unless you stay and fill the net several consecutive days.

If you go with a sport pack I might consider the heavy bottom rod or the heavy casting pack as an alternative depending on which type of fish you prefer to target most. Either of the 40+ lb rods will probably still be in use until early 50s levels and would be suited well for something like salmon, pike, muskie or catfish. If you prefer trout or pan fishing it would be better to consider one of the other packs. Most of the medium to larger fish species in this game can be caught with a bottom rod. Worth noting having a considerably higher weight set up will allow you to reel in heavier fish quickly but lower your xp per fish rate a bit!
