IF i BUY Ocean do i get that ingame *map' ?

i think u get the map for 30 day with premium but u keep all the equimpmet u get with , boat , rods reels etc after ur pass 30 end , then after 30 day u go back to map at your lvl , u can read when it ocean come tomorow

Yes it has a 30 day pond pass but If you aren't level 83 within 30 calendar days then you won't be able to access it again until you get to level 83

They will, or buy both boats one after the other. 60 days then 30 days and you will still not reach level 83 if you are at a lower level. Need to be at BCI map/level because you can use thats map baits for trolling in the new map.

Then what's to stop any non deserving low level player from bypassing the entire leveling system and going straight to the best map(s)?

I mean theres nothing to stop that now, I just brought the dlc yesterday and I am already level 50 with like 3mil, jumped 32 levels in 1 day.

Yes but I will warn you if you are not what level 83 then or at least close to 83 after those 30 days you will lose access to it and id assume the boat you bought. Once you hit mid 50s the xp will come to a slow crawl.

The DLCs are getting more and more expensive.
For those prices it´s better and more enjoyable to actually go fishing in real life.

There are two options—high and low-priced DLC for 60 and 30 days of access to the ocean. You can continue accessing it by getting the pond pass after your days on the ocean are over. But we hope you will reach level 83 by that time.
