If no one has mentioned it yet, to catch Catfish, you want to fish at night, on the bottom (either Feeder Rods or Bottom Rods) and in deep holes. To find the best spots, read the descriptions on the rivers' Home Screen before choosing the fishing sight. Then, when you are on the water, hit the 'M' key to bring up the Map. Look for the darkest blue spots you can find. These are your deepest holes. That will be where the biggest cats will be lurking.
Make sure you are fishing at Peak Fishing Times.
While Ground Baits used with a Feeder can indeed help, I personally feel that they add unwelcome expense and complexity at lower levels. The exception would be hunting particularly giant Cats with very low bite rates for Trophy and Unique fish.
