The speed of course will depend on the weight of the spinner and the depth of the water.
But if you can keep the spinner from breaking surface or touching bottom, you will also be able to cover different water levels during your retrieval.

Can confirm, unique peacocks love white spinner baits on partly cloudy days, 5am-8am.
Been using a retrieving by changing the speed between 2 and 1 to keep the lure of the pottom but also keeping it under the surface.
