Buy one through a dlc for instant ownership, lake has to support boat useage to be able to use.
Buying, in game, earliest purchase. Find under boats tab of store.
Kayak. Level 9 for credits level 5 for bait coins.
Motor boat, Level 30 for credits, level 20 for bait coins.
Bass boat level 45 for credits, level 30 for bait coins.
All that said, you do not need to buy a boat till the end game lakes. Alberta and Saint Croix can be farmed from the shore, though if you wish you can hire one to get to far shore or fishing platform. Blue Crab and Maku Maku you really need a boat to fish well. Marron River and the amazon maze a boat improves the experiance of fishing there.

At the moment you can only use 1 rod on a boat. However when these guys made the stuff for "The Fisherman" a buy once spin-off of this game, included with that were 2 rod pods on each boat so you could not only troll but also use up to 3 rods on a boat. I believe TF has a 1 year exclusivity for this, then it will be ported over to this game too.
