As its a bottom rod your talking about, it does not matter if a fish bites through mono or fluro leader. You loose a hook, a piece of bait and a leader that is less in value than a silver croaker.
The supplied 60lb Fluro leader matches perfectly with the 61.23lb of drag one click off the dial on the reel gives you. Which is how a balanced set up is supposed to act. Max drag giving line is not how a reel works. In real life reels tend to chew parts up if forced to operate with drag tightened up fully. It is how unscrupulous charter boat skippers used to work though. Jam the drag so you got line breaks, having to buy more gear while out on the sea, using hire gear.
I do not know how your casting so short the supplied line gets you to the big fish, if you have to cast further, you may need to consider using the supplied boat in the dlc to fish closer to the mark you want to fish. Unique Red and Guilded catfish are found from 60 feet to 200 feet easily. They are perfectly catchable with level 50 gear. Though the fight is a fair bit longer.
Really you think its that bad, but have not checked what leaders you got in the pack. Did you notice the boat in there ?.

Early in the game I bought a Big Alli 14' 10" feeder rod, Go to the shop and check the specs.
They are
Casting Weight: 3 to 6 Oz
Line: 6 to 19.5 lb
Quiver Tips: 3, 4, and 5 Oz
Whenever I tried using light line the line broke as I expected because with a 3 oz sinker and 6 lb line on a 14' 10" rod it does not take a lot of force to break the line. The other thing is using a 6 oz sinker on a 5 oz quiver tip is also not very smart. I found that only on a few occasions could I get setup that actually matched and especially when it came to reels, ,line, and leaders.
