Spinning rods goes with spin reels and are used to fish with all lures. (can not be used to float fishing)
Casting rods goes with casting reels and are used with all lures. (can not be used to float fishing).
You need to know three things to balance the setup- max drag for the reel, pound test for the line and max line weight for the rod. Try to put a rod and reel together that are as close to the same max drag/line weight as possible and put line on that is slightly lower. This way the line will break before the rod or reel if you catch a fish that's too big or if you have the drag set too tight.
