But to answer your question, yes this game has anti-cheat engine.
There is no Anti Cheat implemented yet per the Administrator on the official forums as of Tuesday. They are still collecting data.

This post also shows the account of a person that has not even been in the game a month that has won multiple comps with a dozen 1st, 2nd, and 3rd place finishes. It also includes screenshots of how rod stands are used in competitions as the image shows the player models hands as if he is holding a fishing rod but through file manipulation he is able to place the rod stand as the game just sees it as a fishing rod. This would most certainly give a ridiculous advantage in a tournament/comp wouldn't you say? Also, anticheat will not detect this as it is not a tool that makes this possible. It is the simple editing of the code in the .dll files that makes it possible. There will have to be some file scan upon opening the game or it will need the code to be rewritten so that this is not possible. It kind of makes you think about what other kinds of file manipulation they are able to achieve to gain an unfair advantage. Just the simple rod stand in a comp makes it possible to catch 5x more fish than anyone else playing fair if you count 4 rods in the stand and one in the hand. What if they are able to use fresh bait instead of being restricted to lures as well by making the game think its a lure but is manipulated to be whatever bait they choose?
edit: Another oddity about the first screenshot is that there is no expiration date next to the PREMIUM status badge...
There is no anticheat as of yet but they are working on one per the Devs on the Fishing Planet official forums. Everyone loves to act like there isn't cheating just so they can get their snide little remarks in but it has been proven that you can simply edit certain .dll files and change many things within the game to cheat. Also, if you search well enough you can find a thread on a "hole in the wall" forum showing videos of each fishing area and the tool the person is using highlights the underwater structures as well as the bite boxes. He does a fly over of each place that was in the game at the time. You can easily say I am making it up but I did however use a cURL command to copy the embedded videos before they were taken down. Thankfully, the guy made the tool to prove that you could cheat in game and would not give it to the idiotic beggars in the thread.
If he could easily make a tool to see everything underwater like the bite boxes and the behaviors of the fish then what would keep another person with the proper skill set from making a tool to do much more than that? Such as editing bait coin quantities and giving themselves Premium status and equipment. They would be able to effortlessly find all the best spots and lures for every tournament/comp no matter how many times they change the bite mechanics and fish behaviors. Don't be so obtuse in thinking that there isn't cheating and that the population of players are infallible just so you can lash out like a mongoloid with your passive-aggressive remarks when someone makes a thread about cheating in the FP community discussions.
Both scenarios are likely, as there are plenty of players that invest obscene amounts of time into this game and learn the best strategies for the comps. On the opposite end of the spectrum, there are multiple examples of ways to manipulate the game in the form of coded tools and simple file editing. I cannot wait for the anticheat to be finished and the ones that engage in this behavior get a VAC ban and lose an account on FP as well as have the mark of a cheater on their Steam profile. Now, this is most certainly not the case 95% of the time and it is just a select few individuals that cant even be bothered to use their brain to retain information and learn a game. Rather, like their ability to think and progress through hard work, they go straight for the path of least effort.

And about the anti-cheat engine, I guess they had removed it. Because they have previously stated long time ago that it was implemented in to the game, and that they continuetly working on it to tune it even more.
