No more Gar there.
best advice is :
keep your baitcoins for now, because there is an update "around the corner, coming soon..."
And if you spend those baitcoins now, you may cry later...
Go check Missouri by yourself, with regular license.
Now you can stop reading here... that the short story... feel free to read further if you are in mood.

Now I will give you my own personal opinion on Missouri, some may agree, some may disagree.
And I will talk about bass... because yeah... I'm not much of a float guy. And bass are moneymaker, as opposed as cats. So keep that in mind, I speak only for bass part.
I personally think that either, I have a pretty bad memory and I do not recall catching as many young bass there before the update as I have done lately... Or indeed the ratios have changed...
My feeling is that if you go now, and you try to fish with too big hooks, you will have so few action that you may get bored, or you start really small on lures, and you may get quite good action, but such a large amount of young bass.
Now due to the costs, you make money back no problem, either in one day if net allow it, or by staying multiple days...
But in lower level lakes... I'll admit Missouri is not in my preferate list... NY is probably more valuable in my eyes.
Due to some lately done OpenMic night done by one active guy out there NillyChipples on Twitch that hosted some pretty awsome guys to answer questions, it was their advice to, for now, maybe keep your baitcoins until night fishing and top water fishing is launched.
Just be nice... do NOT ask when it comes out, because the only answer is soon, with no precise date. But you may want some baitcoins maybe for some of those new lures.
Also do a bit of planification on lures you may want / need to buy currently or later game, depending if you own them or not, like some end game crankbaits. So you know how much you may spend there too.
Don't know if you already have some of those red&silver casting spoons or the Yellow & Red rombs one... but they may be very handful in certain situations...
You can work out your way without unlimited licenses (and ofc you can too without some of theses lures). Just remember you need to play enough time per playing session to make the most use of your temporary license. But it's very doable.
Make the most use of your basic NY licenses to make early money if you are short. You'll have to release trophy fishes ofc, but you can have awsome results anyway, with the use of your basic license
Having only the unlimited Basic for Oregon may get you raging very often, it's one of the place where even without trying, you'll get many many high value trophies... So there will be a lot of frustration if you don't buy the time limited advanced with regular in game currency. Still, if you are able to admit realeasing the trophies... you can still make very quick money anyway...
Final note, I do perfectly know why you have "only" the basic unlimited for Oregon, so just a reminder for you, there are no more any fish species licenses (like salmons or trouts). So don't look after them.
AND last but not least, no more gold/baitcoins for cathing uniques... your only regular income source for free baitcoins is your 5th day reward, or completing some achievements you still have to get
EDIT : and leveling up ofc. and even for ranks after lvl40, you still get baitcoins

@Slippy, thanks. Though I still cross the border from time to time ^^, and I aggravate some ;-)
But I'm happy, lately I have been able to iron out issues with many in private chat, and I'm getting better at explaining maybe a few feelings of mine ;-)
