Honestly, this isn't even much of an issue, and you can just disable voices (by muting it) I don't see what your comment has to do with anything considering that you spend 99% of the time looking at the actual tiles and the table, with only avatars present, which won't be any different from any other multiplayer table top game which usually features avatars. I suppose if they placed avatars of zoo animals you'd complain about that as well, unless you just dislike asians (or Japanese) and want the game to be stripped of any notions of where it came from.
This is riichi (Japanese) based. I think I've seen the four winds versions available on the SEA PSN and a Taiwanese version of Steam (not related to Valve, just a ripoff) I'm sure if you troll a lot of Chinese websites, you'll come across a lot of f2p flash type of games, but you'll have to weigh out the risks of getting malware and other nasty security risks to your PC.
That first site you listed, is that legit? I'm wary of any sites related to Russia/Ukraine for fear of downloading ransomware virus.

It's legit, the site belongs to one of few Russian riichi clubs. The flash application itself is hosted on some Japanese web-site, you may view the source code of the page to get the direct link.
