They can't "force" that the driver actually uses the restrictor (or the value that is determined to be used). That's why I said "not directly".
I suppose you can't. It's kinda an honor system thing, but it is between friends and it should be pretty apparent if someone is cheating it.
Several WMD members during development, used to have races where they would target an average time for a track. Making up this time, but say the average time should be 1:30 for Track A. The drivers would find a car/setup combination that would run that time for an approximate optimal lap, then they would have races. It was pretty creative to see the car/setup combinations people were coming up with. You had street cars, race cars, classics and others all racing together which was pretty fun to see where each car "made their time" on the tracks relative to others.
And what if you are fast, 2 seconds faster than everyone else? It's no fun at all racing on your own the whole race, but if you get a handicap it becomes a challenge again, trying to still win despite it.
