This does seem to be a common problem when first coming to the game though, it takes a little getting used to. You can try loading the Loose setup instead of Stable, that will move the brakes more to the rear and tweak a few adjustments to get better turn-in. Turning down brake pressure can help too, it's often very easy to overload them at 100%.
A bit of tweaking can get them turning good.
Some cars drive good without tweaks, some are horrible.
Keyboard, gamepad or FFB wheel?
2 - how are you getting into the turn? (a video with the camera you are using and showing inputs at hud, such as brake and throttle, would help a lot but a description would be good)
To do turns you need to partially or fully release brake, if you arer way too fast for the turn (and for your car capacity or doing the turn with grip enough) you most likely will either go straight or too wide so if you are going straight or too wide try braking earlier for the turn.
The steering is not horrible, it is fine, also Project CARS is a simulator not just "a racing game".

Dont know if you are using keyboard, gamepad or FFB wheel, but if you are using keyboard or gamepad, try adjusting the steering sensibility.

It looks like you are pushing the brakes as hard as you can all the way into the corner. That's why you can't turn, and then suddenly the car turns extremely quickly when you stop and let off the brakes. The car is actually capable of turning while going faster, but the tires are using all of their grip trying to stop so turning just makes them skid.
Try braking earlier while going as straight as possible, and then let off the brake while you turn. Once you get used to it and know the exact speed you can take the corner you'll be able to brake later and later.
Also, when the car is actually turning you can still brake but not as hard as when going straight. Basically the more you are turning the wheels the less you want to be hitting the brake or gas. That's the fastest way but getting that feel perfect can take some time, first you should try to make sure the car is slowed down enough in a straight line. It's even okay to just let it roll a bit to finish slowing down as you go into the corner. And just remember if you do need to brake a little more while turning to only use half or less(probably less) until you find what works.
That's a very tight and tricky corner with the downhill entry on a bit of a curve, so it may seem really slow at first but you'll soon get faster with just a bit of practice.

I was braking earlier for the turns, not suddenly releasing brake and returning to throttle more progressivelly.

Suddenly going to full turn (full sreering lock) will not help you turn more or better, will cause your car to slide forwad or too wide.
Going on wrong racing line (starting too close to the apex or on the middle of the track) like you was doing reduce your chances of doing the turn and forces you to reduce more to be able to do the turn.
Try to start open, close to apex the exit wide for the straight.
Hardbraking then fully releasing brake cause a massive weight transfer to the rear of the car.
Throttle being idle and you suddenly using full throttle also causes a massive weight transfer to the rear of the car.
If you fully release brake then use full throttle right away, the weight transfer to the rear will be even more massive and you may not have tyre contact with the track on the front enough to use any grip to do the turn.
Suddenly fully releasing brake and not using any throttle the weight transfer will bounce around, front to rear and back, also to the sides too depending on how you was doing or trying to do the turn, making the car undriveable and throwing itself all over the place less where you want it.

Then start working from there.
It is possible to be smooth and with precision enough with gamepad to be fast at Project CARS 2 (as the gsmepad support is good), just require to learn how to do and a lot of practice.
So yup, you're locking the front tires therefore you can't turn. Also, if you're "turning as hard as I can" then that pushes the front tires beyond their optimum slip angle and you're turning less well. There is a sweet spot and you have to find it.
Don't feel bad though I had a hard time learning to drive sims with a gamepad. Arcade games let you slam full brake / throttle you cannot do that here as the others mentioned.
Pretend its a real car, try to drive SMOOTH.
I'd turn the raceline assist on until you get the hang of where you need to be on the track. Maybe turn ABS on also if you struggle braking. Although starting out with no ABS will force you to learn proper braking technique.
Cockpit view will also be better as this is a sim not an arcade game.
Also, you can turn the AI way down and just follow them around the track. See where they brake for turns, what line they take etc...
The 240Z is my favorite car and fairly easy to drive, but you might try something easier like the toyota86.
