It did not work, though.
So there must be something else I'm missing.

You can set TobiiEye Scale 0,2 - 6.0 and Range 0.1 - 1.0 Defaut Scale = 1.0 Default range = 0.7
you can alter this by right clicking on Project Cars 2 in steam game library and then tick properties/launch options - in the dialog box that appears type "-TobiiEye 0.95 0.6" (my setting for example) first number is scale and second number is range.
Like other had mentioned before, my alternative was to use FaceTrackNoIR in Project Cars 2, which worked fine, but I really wanted to use the Tobii native software for eye and head tracking in PC2.
As a last resort, I decided to uninstalled all FaceTrackNoIR software from my computer. After doing that Project Cars 2 now worked perfectly with only the Tobii 4C software installed. Just remember to launch PC2 using the Steam VR option and using the helmet cam in the game.

I'm guessing that the FaceTrackNoIR software was somehow taking priority over the Tobii software within Project Cars 2?
There was one more thing I did (not sure if it had an impact on getting the Tobii software to work within Project Cars 2) and that was going into the Tobii GameHub software application (you might have to download it if not already installed on your computer) and making sure Project Cars 2 shows up under 'my installed games'. I then clicked on the little folder icon on the right side next to Project Cars 2, this brings up a Windows explorer, and from there I selected the pCARS2.exe file which puts it into the dialog field, and lastly click Open. Again, I'm not sure if this is a must do step.
There are a few of YouTube videos demonstrating the Tobii GameHub software and how to use it, but unfortunately not for Project Cars 2.
Hey guys, fyi in case you are wondering the Tobii 4C works perfectly within Automobilista 2, set up is the exact same as it is for Project Cars 2.
I've recently had a 4c and it works fine here and in ams2.
My only problem is I hate the screen moving when I'm glancing around the screen at the ui.
I suppose there's no way to disable the eye tracking part of the software and just use the head tracking. This would be ideal for me just to look at the apex but to have it flicking around, every time I move my eyes, almost makes it a non starter :)
You can set the Tobii range options in the game properties to almost eliminate eye tracking.
To do this you would right click on, for example, Automobilista 2 in Steam and select properties.
Then in the General tab look for 'set launch options'
Then add this line in to the field, NOTE you must include the - mark as well.
-TobiiEye 0.1 0.1
There will still be eye tracking but very minimal so that you can look at UI or apexes.
You can further tinker the -TobiiEye command line by adjusting the numbers.
