Must be connected to the internet for those to function.

If you are connected to internet both will work. Check your steam and game online status.
If you get your times on time trial they will also show up here:

So you dont need to be at the game to check and can check several tracks and cars with no in-game loading time.

Checked your profile, you are under a VAC ban, maybe this is the problem.

So what happens when you try to enter time trial? Is it grayed out so you cannot click on it at all? Or do you start it and later got brought back to the main age suddenly?

It is grayed out and i cannot click on it at all

As it affects Steam account and you start PC2 through Steam . . . I would think so (anyway, I am not 100% sure but that is a high probability of that).

See if you can actually join a multiplayer game. If you can't, then the VAC ban is affecting all of your online play.

You likely can only join servers which have disabled VAC. I would imagine you cannot join official servers. I would recommend posting on the official forums:

however, it's highly likely it's tied to VAC.
