The trick lies in slight delays in response when you release a key, so you can maintain any particular wheel position by simply tapping the key, and with good balance in how quickly wheels turn when holding keys (and shifting directions), it's surprisingly playable in driving games.
I've wrecked wheel users with this before, although I've yet to try it in PCars. Hell, I even got a top fifty world-wide position with KBnM in Dirt Rally once.
I'm still tweaking but with Speed Sensitivity at 100 and Damping at 65, it's helping. I also have all the aids on because without them it's impossible.
It's not arcade, that's for sure.
Both "Holding for longer" and "Fast clicks to button" work as controlling how much steering/throttle/brake you use.
PC2 have somewhat a good support for both keyboard and controller.
