First, it's not a "wheel" in the sense of how the game detects it, more like a joypad.
Second, there should be a switch somewhere on the controller for compatibility modes. One setting should give you analogue pedals, the other digital.
1 Google the support page for the t80, there is a section for PC drivers specifically (no longer have to use the t100 drivers). Install these, following the pdf instructions to ensure proper install.
2 Set the t80 to "gamepad mode". Unplug the unit, hold the "ps" button and then plug in. Release and press the button again and you should now see the indication light blink slowly but continuously.
3 The wheel and buttons should work fine but the pedals will register as buttons so you need to calibrate them in a janky way. When you go to set the break and gas pedal "buttons" you need to press the pedal down about half way and then select the associated option for the pedal you are trying to recognize, then press the pedal down the rest of the way (brake/gas).
It's a bit of a weird work around but it gets the job done, have fun :) On a side note, I'm not going to stop bothering the devs to officially support it ... given that it's supported for the PS4 copy already, it really shouldn't be a problem for them.
Sorry I wasn't around when you had the issue in the first place lol, I'm stubborn af ;P I did see that you had bought a new one but figured it would be good to have this up for the next cheap ass like myself :)
