Long Answer:
Well your not getting what I typed. (In racing) In the real world there are rules and regulations to what engines you can bring and the specfications and rules allow teams to only use a certain way, for example you can't simpley put an unrestriced F1 engine in a Porsche 911 GT3/GTD class car it would be too over powered and weight and restrictions would pretty much not allow it. If they did your car would simply be heavier than a Ford GT one. Sure other manufactuers have combined forces and made deals to use other car's chassi and put another engine in it but rules and regulations restrict certain things that engines and turbos can't have in racing. Sure you can outside of racing you can do crazy stuff like that, but may not be street legal or racing legal.
This game represents "Legal" racing rules and restrictions of each motorsport. So in short, no you can not change a GT3/GTD engine with an LMP1 engine. And you can't change the brand of turbo chargers in your car or add or remove them. Plus that kind of back tracks on how Project CARS has been building their games, plus this would put players in a position to only know how to tune your car by parts and not by what feels right for the player. Racing engineer is a powerfull tool that allows players kind of like myself to learn more on how to tune or players that no nothing about tuning to get their car to feel the way they want it to so they have a better chance against players that are vetreans at tuning and know how to set up their cars fully. Should be more down to how the driver handles the car, good pit strategy, and how a player fairs with different weather conditions and track conditions. A game of skill, strategy, and a crap ton of luck.
but you can tune things like suspension, tire pressure, brakes, gears, etc
