I haven't tried the Logitech stick myself but from what I've heard its build quality is pretty mediocre. The TH8A shifter is pretty much the go-to stick for both entry-level and intermediate enthusiasts.
However, since this is your first wheel and racing experience (I wouldn't classify this as a sim btw, more a simcade if anything, but that is another discussion not to be had here. EDIT: Although I haven't played PCars2 yet so I shouldn't really comment on that at this point) I wouldn't worry too much about it. The Logitech wheels albeit inferior to the TM wheels in general, are great beginner wheels.
They are usually also quite easy to get rid of you're in for doing an upgrade down the line. (The used markets for these wheels is pretty healthy, depending on where you live of course)
But I am afraid of Thrustmaster I read their quality control is garbage and most units die in days, weeks or months. Could it be because some people don't turn on the fan?
Well, mostly its only people who have problems who write about it, so I feel that it might give a bit of a skewed impression. For every guy having a problem with their wheel there could be 100 other people with a wheel that works flawlessly. Although to be fair, I've also seen that a fair bit of people have had problems with their wheel so there is definitely some risk involved. I took the leap of faith with my T300 and so far it seems to be working great after months of (ab)use.
simple to remember is, this is a day and age were things are built to be replaced. everything thing and everyone will have good and bad experiances.

My CSR with the CSR Elite pedals(load cell) is four years old and still running strong. Have the old crappy Fanatec shifters and the only one that works is the sequencial shifter.
Have heard some horror stories about Thrustmasters warranty making you jump though hoops though.
