Blue text?

I see it from time to time, but what does the blue text in the dialogue window indicate? That's easier or better? An unlocked option?

Blue text indicates an option that you can do because you were lucky (chance) or you have the right combination of skills (enough people with enough magic, for example), or both.

When it says "2 other options not shown" those are other paths that might have opened up had you had the skills or luck. and they would have been blue.
