If you choose not to give him one of your people (which - to me at least - seems the MORE honorable thing to do honestly, since I don't much go for slavery) he will complain, but then you have the option to invite him into your group. You basically say, look, I'm not going to give you one of my people. Join us and, I dunno, maybe someone will take pity on you and hook up with you. He's not super stoked about it, but he agrees.
Your preference, of course, but to me that's the better outcome.
Personally I hate them earthquackes more as they can also take 2 children and you just get the nrmal 1 exp for it and thats all.
