"Insufficient forced labor" to recruit army

Hello,
I have just started the game and currently I am stuck at the tutorial.
It advices me to create an army of 10 warriors. However, when I try to recruit the warriors a message shows up that says "Insufficient forced labor available to maintain more things!". I can only recruit 6 warriors.
So the my question is what am I supposed to do to increase the "forced labor"?

The more population you have the more forced labor you will have, you can also increase the % in policies but this has a malus on loyalty

Ah I see, thank you! It was a bit odd because I had to apply two hunters per livestock to be able to maintain such a big colony. I was confused because I could not find the amount of forced labor anywhere yet there were 20+ unemployed pigs

I couldn't adjust policy, but I found another way: disband the army and recruit it again. No idea why, but this allowed me to recruit the 3 carriers and 10 warriors required.
