Uh.... yeah he is, but only during "specific" scenes. He's voiced by Jun Fukuyama (Houdentei Rappa), the VA that does Lelouch's voice in the original/subbed version of Code Geass.

Btw I've only played the original version of G-senjou no Maou. If the Steam version is dubbed now, you might be out of luck.
