I'll try to decribe the bug a bit better:
After the turtle constellation minigame, I clicked on the torn page, getting a "it looks like it's torn" message. Since at that time, it's impossible to have the actual page, I continued forward and when I returned later in the game with the torn bits, I was unable to interact with the torn page. I was able to zoom in on the book, but the cursor did not change when I hovered over the torn page in the book and no matter how many times I dragged the torn bits on the book, nothing happened. I even tried using the hint when zoomed it, but it actually just zoomed out.
Now at this point, I just figured I'd try and restart the game, since no one else had posted this bug, so I figured it was avoidable. When I finished the turtle constellation minigame I took the tiles on the left page, but did not interact with the right page (=torn page). I did not interact with the book again, until I had found the torn off bits of paper, and when I dragged to the book I got the torn page puzzle minigame.
