Having a TTG account is basically "Facebook on IOS games"
It saves your progress to a cloud, so you can play it on any platform and your choices will remain the same across platforms.
So yes, it does allow you to play on all devices. For example;
I got ALL MSM on my phone, but then wanted it on my laptop for season 2. Turns out, that I didn't need to buy the DLC since I could transfer my data from the DLC on my phone to my computer cloud, so I haven't missed any of the story. Sounds confusing, but I makes sense.

Not always. Quite a lot of games are cross buy for example between the PS3/4 and the Vita. Some games if you buy from Microsoft you can play it on XB or PC.
I have a telltale account, but none of my choices show up online. For this, or for Game of Thrones. So, it seems pretty useless.
