It is pretty simple. On the SteamDB page, you have the price history directly in front of you. It is called "Steam price history" on the page. There, you have all the data for the price history of, say, RE Village. You click on whatever your currency is, for example mine is Euro. Then if you scroll down a little, you have all the data on how much it cost at different times, for example 1 year ago, 2 years ago etc. It also tells you the exact discount of each game:

RE Village
Launch (May 2021) 0% Full price ($59.99 / €59.99)
~2 months later (Summer Sale 2021) ~25% First Steam discount
October 2021 (Halloween) 35–50% First major sale, Halloween is a huge RE sale period
Winter Sale 2021 ~50% Became a regular sale title
Throughout 2022 50–60% Discounted almost every major Steam sale
Late 2022 / Early 2023 60% Became the standard discount
Late 2023 75% First all time low ($14.99 / €14.99 equivalent)
2024–2026 Frequently 75% 75% is now the normal "deep sale" price

For RE4R, it was:
