That's usually how PC games goes, with Steam sales making things relevant again, while on console everyone is waiting for new releases.
I've heard that vgchartz is largely inaccurate as it tracks units shipped rather than sold. I've no proof for that however, and the numbers on that particular game look accurate. All we know for sure is that the game sold slightly better on Steam in the first two weeks than how it did on consoles in Japan. I don't remember the exact figures but it was approx. 33 000 copies.
You have to add this http://www.vgchartz.com/game/75670/guilty-gear-xrd-sign/ and count unknown amount of sales from arcades.
What about licensing cost? I mean, we get vocal soundtrack for free.
