They would've abandoned ship years ago if this game was supposed to be a scam.
It also cost 20 dollars for a 5 year old game. So you get what you pay for.
Personally, I think they're likely running into the same problem as they had with Legacy. As any game becomes larger and more complex, it becomes more unmanageable. Having a plan to scale effectively is important, but it's also one of the most difficult aspects of software engineering. Without it, they are going to be spending more and more time chasing down and squashing bugs than they are adding new content.
