To start off with somewhat of a myth right away: AI being in specific places more than in others.
You might experience this phenomenon. But contrary to what you might think AI don't actually have set regional spawns. They also don't roam a whole lot beyond a small area around their initial spawnpoint.
So where and how do they spawn? AI simply spawn around hungry carnivores. They spawn around solo players just like they do for groups, regardless of location. Though the more hungry carnivores in an area the more AI is usually going to show up. Likewise a part of the map without carnivore players also won't sport any AI (until a carnivore player shows up).
The deciding factor here is your hunger. Once it drops below a certain treshold it WILL trigger AI spawns and fairly reliably at that. Sometimes as soon as 80% hunger. Most commonly around 70%. Though other times they don't spawn at all and you might struggle with starvation.
Reason for that is there can only be so many AI on the map at once and if the number is capped out no more will spawn until another dies or despawns. You are more likely to run into this cap if someone's hoarding AI (Utahs inside docks are notorious for that). Its not that players do this deliberately. It just happens on the side while you do other things. You are also more likely to experience this the more players are on the server.
A good rule of thumb is that up until your server reaches 100 players you can expect AI to spawn in around you fairly reliably when your dinosaur becomes hungry. Once your server gets past 100 players you better have a backup plan and stay closer to player hotspots.
What is also helpful is having other carnivores around you. Your combined hunger will increase the likelyhood of AI spawning.
Another myth that you might encounter is nests helping to increase AI spawns. Just having a nest on the ground won't have any effect on AI spawns whatsoever. If anything it is the fact you store food inside the nest and by that become hungry which triggers the spawns. Having babies, aka more hungry players, around is also going to affect AI spawns. So don't waste your time trying to get more AI to show up with a nest unless you plan to store food or have babies.
