Verify the game in steam
Update your GPU Driver and your Windows to the latest version
Delete the games Config file to reset all settings
How to Delete the Config folder
1. If running The Isle, exit the game.
2. Open File Explorer.
3. Click the address bar at the top.
4. Type %localappdata% then press Enter.
5. Find "TheIsle" folder. Open it.
6. Open the "Saved" folder.
7. Delete the "Config" folder. Note: This will reset any of your custom settings to their defaults, may also improve performance
8. Start the game.
Note: Due to a known bug that stops settings sticking, Hit 'Apply' in settings before every play time, may improve performance

That would really struggle with Evrima unfortunately, mostly due to the GTX 1060, particularity with it only having 3GB of VRam, getting 30fps on low settings at 1080p would be about right
Do what I suggested to at least get the most out of that PC
But if you did upgrade the GPU, find a cheap second hand GTX 1080 Ti (11GB VRam), your system would then smoothly play Evrima in all it's glory
Might just be time for an upgrade.

I suggested the GTX 1080Ti as it is the same generation as your overall system and should have the least issues running it in that PC, as well as it's comparatively cheaper second hand cost, for basic graphical power output it sits between the RTX 3060 and RTX 3070, which for most people with a well maintained system should get about 100fps on high settings at 1080p
I could play legacy isle on UE4 no problem, Day of dragons on UE4 perfectly fine, but when they switched to UE5 im left with a frameless mess.

We're running it between 20 and 40 fps...
You may not realise but those are the recommend specs for Legacy (first released about 9 years ago), uses the game engine (UE4), this is the version of The Isle which is on it's way to being removed after which the steam page will change to reflect that fact
The only version of The Isle being addressed in this thread is Evrima (first release in June 2020, about 5 years ago), which is based on the modern game engine (UE5.5) and will be the future of the game going forward
