If you sit on the dam and face the ocean, there is a sandy shore off in the distance to the LEFT. Not the one close by to your right, it’s much further down but mostly a straight line from water access dam.
I’ve had plenty of turtle encounters down there, they spawn in the water, on the sand, and in the nearby forest. Spawns can be a bit wishy-washy (as always) so bringing friends can boost your odds.
This probably does not help at all if you don’t play ptera

It might not spawn if you are in a populated server though.
There is a known issue related to AI spawn.
If you dont waste all your stamina roleplaying a rocket and use other stamina saving tricks they have fairly good stamina.
Stamina saving tricks:
Notice you lose speed when gaining altitude and then slowly regain some when leveling out? take it slow basically only holding the button to go up ~1 second before releasing it to avoid losing too much speed. You can even time it with your wing flaps, wings push down = you hold down the button, wings start to go back up you release it etc etc.
Learn how to cling to surfaces using the airbreak + rmb. This allows you to go catch a fish, cling to a surface, eat the fish and then take off without the take off using ANY stamina. Do not waste your stamina on multiple and frequent take offs from the ground!
Similar to above, if you land to regain stamina try to pick a spot that is 'high' enough above the ground and has access to more or less a free fall down, if you simply walk off a edge and fall ~1-2 seconds you can press the jump button to start flying with no stamina cost. You do lose a bit of altitude ofc but the stamina it takes to regain it is generally less than it would be to do a normal jump-take off and if you are fishing for example this is a alternative to clinging since you are going 'down' to the water to keep fishing anyway, dropping off a branch and losing altitude does not matter then.
For traveling you want to first slowly build up your altitude then when you are decently high up you sprint-fly for ~2 seconds to reach max speed.. then you simply cruise to your location at max speed without it taking any stamina. You keep your current speed when flying until you do anything that increases your altitude so you do not want to be sprint-flying, then 2-3 seconds later try to gain altitude to stay above the trees, then sprint again etc etc etc, massive waste of stamina.
Do some combination of these and you have enough stamina to basically be in the air the entire day without resting, only landing/clinging to eat or take a drink.
Not in the capacity it can be 1/2 of you poor critters damned diet lol.
I would've had to live like a baby Croc just to eat fish to live.
Another poster says he was on low pop no pop high pop and it was all the same. nothing.
